Overview
Pope Kyrillos Coptic Center is an adaptive-reuse project converting an existing ±1,062.9 m² (11,440 sq ft) single-storey office building in Balzac, Rocky View County, into a church support services centre for the adjacent St. Mina Coptic Orthodox Church. Sited within Direct Control District DC-99 under the Rocky View County Land Use Bylaw, the project involves a change of use and change of major occupancy — from Group D (Business and Personal Services) to Group A, Division 2 (Assembly) — under the 2023 Alberta Building Code. The scope of work is contained entirely within the existing building envelope: no additions, no exterior alterations, and no changes to site access, landscaping, or parking.
Program
The design reprograms the former office interior around the rhythms of parish life. Seven Sunday school classrooms are arranged along the building's perimeter, supported by two multi-purpose rooms, meeting rooms, and social lounge areas that serve the same cohort of children sequentially through the Sunday program. Church administration and priests' offices, a bishop's office, a board room, a choir room, a cafeteria opening onto the existing covered patio, and a gym with washrooms and showers complete the program — giving the parish's families and youth a dedicated home beside their church.
Approvals Strategy
A key piece of the approvals work was the parking demand assessment. Because the centre hosts no worship services — families park once at the adjacent church and children walk over for Sunday school — a blended, function-based parking calculation under Section 237 of the Land Use Bylaw demonstrated the existing 41 stalls comfortably exceed the 36 required, with no variances requested. PiXEL Architecture led the project from programming through approvals, acting as the owner's agent for the development permit application with Rocky View County and coordinating the engineering disciplines through building permit and construction.
